Just Breaking- Please be Cautious~ Texas Sen. Dan Patrick has just announced that TESCCC/CSCOPE lesson plans are no more!

It is my opinion that TESCCC/CSCOPE knew they were about to be audited based upon their document dump of 5,000 pages last Friday.  TESCCC/CSCOPE knew that financial inconsistencies would be found and that they would be legally liable for the public funds involved. By getting out now, they believe they are spared possible litigation against them. My question:  If I am right, will there be any legal repercussions? 

Just when you thought we were safe!

One other question:  We have been told that there is language in the TESCCC incorporation documents that says that if TESCCC should go defunct, the federal government would get the product?  If this is true, will the CSCOPE lesson plans become a part of Common Core Standards?  We know that in the past, Common Core made overtures to purchase TESCCC/CSCOPE.  

 I am warning parents all over America whose states have committed to Common Core Standards to be on the look out for CSCOPE lessons.

“The End of CSCOPE: Announced a Few Minutes Ago”

Dan Patrick held a press conference and made this announcement a few moments ago.

 

SENATOR PATRICK ANNOUNCES THE END OF CSCOPE

In sudden turn of events the TESCCC Board decides to end CSCOPE lesson plans.

 

AUSTIN– A letter signed by all 20 members of the Board released this morning stated they will notify their 875 school district clients that all lesson plans will be removed from their website on August 31st, 2013 and that districts cannot use any lessons they currently have beyond that date. The August 31st date corresponds to the notice clause in their contracts with their districts. The letter goes on to say that the Regional Service Centers will not produce lesson plans in the future. The 20 Service Centers will return to their original business plan of providing a management tool for teachers to stay on schedule regarding the teaching of the required TEKS. The official vote will take place at an already scheduled Board meeting on Friday, May 24th.

 

“I’m pleased that the CSCOPE Board has made the decision to get out of the lesson plan business. This is a positive development for students, parents, teachers, and for the Regional Service Centers,’ said Senator Patrick. “I want to thank the members of the Senate Education Committee for their months of work on this issue. I also want to thank Attorney General Abbott and his staff in providing valuable assistance in our review of CSCOPE,” added Patrick.

 

“We would like to thank Senator Patrick, Senator Duncan, and members of the Senate and House Education Committees. Their leadership has been invaluable and we look forward to a positive relationship in the future. We believe that this is the best decision moving forward; and allows us to continue to provide high quality services to the more than 1,000, school districts and charter schools in Texas, said Kyle Wargo, Board Member Region 17 Board of Directors and Anne Poplin, Chair, TESCCC.

 

“We accept the concerns expressed by the leadership of our state regarding segments of the lessons that were perceived as contradictory to the values of our great state. We will therefore eliminate the model lessons offered as examples of what was interpreted as the intent of the standards and focus on moving forward in a positive manner,” said Mary Ann Whiteker, Superintendent, Hudson ISD.

 

“Once the TESCCC officially approves this measure Friday I will notify the SBOE that they do not need to review the 1600 CSCOPE lesson plans,” said Patrick. “The CSCOPE era is over. However, what the last several months has proven is that the state will have to create a plan to monitor all on line material in the future so that our schools and classroom remain completely transparent to parents and the legislature knows what is being taught in our classrooms across Texas,” added Patrick.

CSCOPE FINALLY COMPLIES WITH REQUEST FOR FINANCIAL DOCUMENTS

Seek Truth Stop CSCOPE in Texas SchoolsAUSTIN—Over the past several months, Senator Dan Patrick, Chair of Senate Education, and a vocal critic of the CSCOPE program, has asked for detailed financial information from the TESCCC and the 20 Board members who sell the CSCOPE lesson plans to nearly 900 school districts statewide. After becoming frustrated with a lack of response for the detailed financial information, Senator Patrick sent a letter earlier this week to all 20 participants in CSCOPE saying he would request a subpoena for this information if his committee did not receive it before today at 5 p.m. Late this afternoon the Senate Education Committee office received over 5000 pages of detail dating back 5 years on each CSCOPE region.
  “I’ m glad that the CSCOPE board finally recognized that they must respond to our request for detailed financial information,” said Senator Patrick. “I only wish I didn’t have to threaten a subpoena before getting this information,” added Senator Patrick. “For some reason the board at CSCOPE believes they are above open disclosure and total transparency to parents and legislators.  Over the past year CSCOPE directors have fought back against requests from parents and others for information. They had used the  non-profit corporation that they set up several years ago as the reason claiming they were not a public entity. The very first question Senator Patrick asked the CSCOPE witnesses in committee in January was about the non-profit.

Senator Patrick established that the non-profit didn’t have a phone number, an address, a checking account, or an address. He then asked them to close it down which they agreed to do. “It was clear to me the non-profit was set up to hide information from someone. I’m glad the board is beginning to understand they are a public entity and the people of Texas and the legislature have a right to their records,” said Patrick.

Attorney General Gregg Abbott weighs in on CSCOPE not being Transparent

There is huge news out today on the issue of corruption in Texas Education! 

AUSTIN – Texas Attorney General Greg Abbott sent the following letter to the Texas Education Service Center Curriculum Collaborative (TESCCC) regarding allegations that Texas parents are being denied access to CSCOPE curriculum and materials.

Dear Ms. Poplin:

It has come to our attention that school districts may be denying Texas parents access to CSCOPE curriculum and materials in violation of the Texas Education Code. Specifically, it has been alleged that school districts are improperly attempting to charge parents hundreds of dollars in order to access CSCOPE-related information that must be provided to them under Texas law.

As you know, Section 26.006(a) of the Texas Education Code provides that parents are “entitled to review all teaching materials, instructional materials, and other teaching aids used in the classroom of the parent’s child.” The Education Code also provides that school districts “shall make teaching materials and tests readily available for review by parents.” Further, Texas law specifically states that “A student’s parent is entitled to request that the school district..,allow the student to take home any instructional materials used by the student.”

Notwithstanding the fact that Texas law clearly requires school  districts to make educational materials accessible to parents, it is our understanding that school districts have recently attempted to charge hundreds of dollars for information related to the CSCOPE curriculum. To the extent parents are being charged a fee in order to access CSCOPE-related information, such a fee is not authorized by the Education Code.

In light of these concerns, we request that the TESCCC promptly notify school districts that information related to CSCOPE must be provided to parents in accordance with Chapter 26 of the Texas Education Code, which does not authorize the imposition of a fee. With summer fast approaching, it is imperative that the TESCCC distribute the notification requested herein immediately so that parents are assured access to CSCOPE-related information before the end of the school year. Finally, be advised that failure to comply with the Education Code’s disclosure requirements could result in legal action against school districts.

From Robin Hood to CSCOPE ~ Texas Elected Officials Robbing Peter to pay Paul

students for saleWell folks the same people pulling the CSCOPE strings are the ones involved in developing the “failed and oft-maligned Robin Hood Plan, and also drafted SB 1 in 1995 which stripped local teachers of control over what they taught. 

So- what am I talking about you might ask? Rider 42 and your Tax Dollars

Did you know…..It is actually worse than we thought. 

Remember the post about the 32 Million Grant given to the TEA (Texas Education Agency) and the ESCs (Education Service Centers) to create TEKS Professional Development materials  “Show Us The Money ~ TEA and ESC” it is actually not 32 Million but 152 Million of your tax dollars. 

Rider 42 provided $152 million for TEA (Texas Education Agency) and the ESCs (Education Service Centers) to create TEKS Professional Development materials for educators K-12 in Science and ELAR for the summer 2010 Professional Development programs called academies.

These are the games those in the Austin Bubble play and your elected officials are in on the game. It is just like what passed in the 83rd legislative session with transportation. They are now going to use your property taxes to build the toll roads and then charge you again to drive on then. 

In education they used your tax dollars to develop an online technology curriculum called CSCOPE and now they are renting that curriculum back to districts paid for with your tax dollars, and THESE ARE THE REPUBLICANS!!

The 81st Legislature provided  millions of dollars for education via  Rider 42. 

There were two TEKS professional development programs created for educators. 

 1. TEKS Professional Development–$50 million

2. TEKS Academies –$30 million

How are these two programs different?

Other specific funding targets under SSI include: 

  • training for campus and district leaders ($5 million), 
  • college preparation assessments ($13.75 million), 
  • Algebra I Readiness initiatives ($50 million) and 
  • college readiness grants ($25 million). 

TESCCC claims that teachers and administrators ask the ESCs to create the CSCOPE program. According to TESCCC, these requests were due to not understanding the TEKS. 

This would not be true had the teachers attended the Rider 42 Teks training. 

Are the ESCs able to function as a vendor, selling CSCOPE and with equal dedication and focus use grant money to provide Free professional development for educators?

If educators were not prepared to use the TEKS in 2010-2011 –2011-2012 and 2012-203, 

is it because the ESCs are more focused on selling CSCOPE than giving free professional development academies?

These are the questions the TESCCC must answer before anyone including Tx. Sen. Tommy Williams taps into the Rainy Day for for Education.

The Rider 42 grant of $152 million was also to be used to prepare training materials so Training of Trainers (TOT) could be done. Thus, qualified trainers would then present the Rider 42 PD Academies for teachers. According to a report on the TEA website, about 1,300 people were trained but only 44% of them ever presented to teachers.

I believe what the directors of CSCOPE have done is to imitate the Rider 42 TEKS PD materials.

The authors of the K-4 CSCOPE science didn’t understand what they read and made some big errors in the CSCOPE science lessons.

One of the biggest errors found so far in CSCOPE is that the authors as well as every CSCOPE director that I have heard speak about CSCOPE do not understand the vertical alignment objective. Now that I have read the TEKS PD training materials, I do understand that it is not just a list of three grades showing the TEKS. Because the CSCOPE authors misinterpreted the information about vertical alignment, they included material, such as parallel and series circuits to be learned by 5th graders when it is a TEKS for physics. Basically here is how they messed up. In vertical alignment, TEA grouped K-4 science materials for the training. Thus, to get a feel for how a topic builds from K-4 and through the next grades with the final objective being that students would be prepared to understand that same TEKS at the level presented in physics. For example, simple electricity idea in K, then 1st, and on to 4th where kids learn about circuits and that for a flashlight to work there has to be a power source, conducting wire and a light bulb. But the bulb doesn’t glow unless a path is formed to allow the electric energy to flow around and around (closed path-closed circuit). It is very simple and can be taught to 2nd graders –I’ve done it.

Now comes the rigor part–which CSCOPE authors don’t have a clue about. Since they copied ideas from the TEKS PD academia materials they loudly claim that CSCOPE has vertical alignment and rigor. I can show that CSCOPE lessons have neither.

Example: The Rigor, which is really just using what you have learned to interpret something a bit more complex.

The diagram is for a parallel circuit in physics. Where the wires are separated should be a switch that is open. If 4th graders are properly taught closed circuits, they know nothing about parallel circuits but can use their knowledge to figure out that only bulb A is going to glow. A more complicated diagram of this is shown during the TEKS PD academies. The goal is for the elementary teacher to have an idea why it is important for kids to be able to distinguish between a closed and an open circuit. Science becomes more than just learning for a test. In fact the fallacy of education is that tests are given and the next topic is started. Test need to be an assessment of what kids do and do not understand. If kids are building their education framework, they cannot afford to leave out some of the bricks. Not every framework is the same, some more elaborate and some simple, but all should be the very best that each child can do and should not be missing parts.

 

CSCOPE gave the diagram of a parallel circuit in the Rider K-4 PD and included parallel circuits in the 5th grade science materials. I complained and complained and now the revised CSCOPE science lesson on electricity doesn’t have the parallel circuit handout, but they forgot to remove the parallel and series script from the lesson. Make note:

CSCOPE’s revised science lessons are for the most part worse than before.

1. Took out all online reference materials for teachers.

2. Took out handouts that were reviewed and found incorrect–

They did not make changes to the teacher’s script so now there is no handout for the kids and the script refers to the handout.

Even changes in the assessments are hit and miss with reported materials removed but additions are incorrect in some cases.

It will not matter if every CSCOPE lessons is reviewed because the same attitude of “get it fixed and back on sale as soon as possible” is the objective of the TESCCC directors.

One more point about the ESCs using Rider 42 grant money–According to the evaluation of the TEKS PD Academies and TOT, the ESCs admitted that they did not make any special effort to promote the PDs. In 2009-2010, All 20 ESCs received about $50 million.

YES!!! $50 million that paid them for producing teacher training materials as well as presenting the PDs to educators during the 2010 PD Academies.

I find this a flagrant misuse of funds. Teachers went from using TAKS to TEKS in science and ELAR and money for assisting them to make this transition was given to the ESCs and no special announcements were made about the summer academies.

After reading the K-4 science materials that teachers in these grades would have seen before starting the 2010-2011 school year it is clear a full investigation of the ESCs is needed and it is needed today. The idea of putting off their evaluation for years is only to give them time to cook the books.

I am very angry at the ESCs for cheating our educators out of the science training. Instead, 19 of the 20 ESCs made no effort to announce that the summer science and ELAR programs were very special–VERY SPECIAL. My evaluation of the content of the K-4 science TEKs academy PD provides a teaching style and philosophy that all teachers would embrace. I am a veteran teacher and I picked up lots of new ways to teach different science concepts. K-4 teachers would have soaked up this information and there would never have been any concerns about TEKS and rigor.

 

Instead of promoting free TEKS Rider 42 Academies–The TESCCC was busy promoting the idea that teachers needed help with the new TEKS. Teachers do not understand how to make their lessons have rigor. TESCCC promoted the idea that textbooks were aligned with TAKS and were worthless.. EVEN new TEKS aligned textbooks should not be purchased because they could not be updated every day like an online program, such as CSCOPE.

So, instead of providing a quality program for teachers -a free to the teacher program–the ESCs down played the TEKS Academies and sold a product that had been quickly thrown together so it could be aligned with the TEKS- Master Teachers did not write all the CSCOPE lessons. Parts of CSCOPE was jobbed out– written by graduate students- ESC workers — Parts of CSCOPE were copied from the web, parts from textbooks, etc…..

What the ESCs have done should be a criminal offense. Surely taking the Rider 42 grant money and purposely not using it as specified is illegal. 

 

After reading the above information it makes this video very interesting…..

CSCOPE ~ The Illusion of Helping Texas School Children

Last Monday evening in Carthage, Texas Alice Linahan with Women On The Wall.org was hosted by Conservatives to uncover what is behind CSCOPE an online technology curriculum that is in 75 % of school districts in the state of Texas.

What was uncovered is that CSCOPE has major issues from who is behind it, how it was implemented and the fact that it is not helping districts who are struggling with failing students.

linda-hammond1CSCOPE is without a doubt connected to the Common Core philosophy of education that is being forced on 45 states across the country.

It was clearly shown the educational philosophy behind CSCOPE was based on the research and beliefs of Linda Darling Hammond, Lev Vygotsky and Fenwick English — with English listed among the 10 most wanted enemies of education.

Here are facts that were presented and follow up information as to why the over riding theme of the evening was…. Follow the money.

• TESCCC/CSCOPE is made up of the executive directors of the Education Service Centers of Texas used taxpayer money as venture capital to start a non-profit corporation without clearance from the legislature, the Attorney Generals office, or the Commissioner of Education.

• The ESC (Education Service Centers of Texas) for at least the last 2 years have been in violation of Texas Education Code TITLE 2. PUBLIC EDUCATION, SUBTITLE E. STUDENTS AND PARENTS, CHAPTER 26. PARENTAL RIGHTS AND RESPONSIBILITIES (Sec 26.006. ACCESS TO TEACHING MATERIALS). TESCCC/CSOPE required every teacher and administrator using the CSCOPE materials to sign a very strict non-disclosure agreement which prevents them from letting parents see the course materials being taught to their students.

• Every aspect of the CSCOPE product was developed with public funds. After the product was developed, ownership was transferred from the State of Texas to a private corporation without compensating taxpayers for the money used to develop the product.

• Then the private corporation charges each Texas ESC an original membership fee and annual dues for the right to sell CSCOPE to the Texas ISDs. The original membership fee can be as high as $275,000, and the annual dues vary. Those membership fees and dues are paid with public funds.

• Then each ESC sells yearly licenses to the Texas ISDs which allow them to use CSCOPE curriculum and materials. This annual fee is also paid with public funds.

• So Texas public funds paid for the development of the CSCOPE curriculum. Texas public funds pay for the original membership fees and annual dues for the CSCOPE curriculum. And Texas public funds pay for the annual ISD licenses for CSCOPE. Texas is paying over and over for a product it may already own.

•Many are calling for an investigation into possible criminal behavior by the governing board of TESCCC/CSCOPE made up of the executive directors of the Education Service Centers of Texas in that the Executive Directors of the ESCs are acting in obvious conflict of interest in simultaneously directing the ESCs and serving on the governing board of TESCCC/CSCOPE.

• In their capacities on the TESCCC/CSCOPE board the directors set the fees to be charged to the ESCs. Then in their capacities as directors of the ESCs these SAME people heavily influence the approval for paying the fees to TESCCC/CSCOPE.

It is very apparent that when you follow the money those producing, selling and implementing CSCOPE have a vested interest in seeing a failing curriculum stay in the districts currently renting CSCOPE.

Who are the losers in this scam? Texas children because they are being used for profit instead of being taught with the highest quality education which is produced by hiring teachers who can teach, not teachers who are given an inferior products that they have to spend hours trying to work around because of the flaws in products such as CSCOPE.

The question was asked, is there an intent to indoctrinate Texas students with the CSCOPE curriculum?

As Jeanine McGregor has stated, “I have viewed enough lessons to know that careless errors or failure to edit is not the cause for so many controversial lessons and indoctrinating slants on questions. Patterns always denote an intent.” So what is the intent behind the CSCOPE curriculum that is so closely aligned not with the updated and current Texas TEKS but with the Common Core progressive philosophy of education?

One thing that seemed to be agreed upon by administrators, educators and conservatives in the room. Control from the federal and state government with respect to school accountability was key. If the schools are held hostage to the funds they receive from the federal and state government then they are finically tied to what and how they teach. So what are the solutions?

A PLAN FOR SCHOOLS WITHOUT CSCOPE

We are calling for superintendents and principals in Carthage ISD and in districts across the state to assume leadership in schools by putting a stop order on CSCOPE, effective immediately, until a thorough investigation can be conducted into the allegations against CSCOPE.

How will a school function without CSCOPE?

In the interim, school officials are asked to model high performing Texas schools that have opted to forego CSCOPE. In those schools, there are certain common factors that contribute to their high performing status. Commonly, teachers are part of planning teams that are allowed autonomy to plan for student success by exercising a voice in instructional material choices. Teachers are encouraged to plan lessons that teach at a high level, rather than lessons that “cover the TEKS,” as is the case with CSCOPE. The TEKS are considered to be the lowest denominator involved in mastering the overarching material being taught in the curriculum.

How will a school assure teachers are covering the TEKS without CSCOPE?

A free copy of the TEKS for every teacher can be downloaded from the Texas Education Agency website. Currently, Texas CSCOPE students are wasting one out of every five school days being assessed, cumulatively two months of the school year. Teacher use lesson plan systems online that include checking off the TEKS they are teaching to assure they are covering all of them.

How will students have the rigor to prepare for the STAAR test?

Teachers are reporting that CSCOPE lessons are full of time wasting cut/paste, foldables, and students getting into groups to exchange information when they don’t have the background information. Teachers have reported that CSCOPE lacks rigor and stifles their ability to teach at a challenging level. Teachers are able to purchase test preparation material for practice that is STAAR formatted. The assessments in CSCOPE contain open ended questions which are not STAAR formatted anyway.

What materials will schools use if they don’t use CSCOPE for content?

CSCOPE does not contain content. In other words, there are no novels or stories in reading and no reading material in Science, Social Studies, etc. Teachers are left scrambling to find material all over the internet which is time consuming. This leaves parents vulnerable as their children are exposed to content that is not grade leveled and that has no oversight. We are asking for textbooks that have been purchased by local taxpayers to be taken out of school bookrooms and used to conduct quality instruction.

Now is the time for Texas Moms, Dads and community tax payers to take our schools back and remind the administrators they work for us and we will hold them accountable by electing school board members who will replace them if they do not listen to the tax payers instead of TASA and the ESCs.

Is Common Core and CSCOPE in Texas a National Security Threat?

Basically using the Progressive Common Core philosophy of education being forced into states across this nation we are allowing them to desensitize our population to the real threats we face inside our own borders and they have the political establishment on both sides doing it for them. To make matters worse we as parents, grandparents and tax payers are funding the whole thing through our tax dollars and we are letting them use our children to do it.
