Education Legislative Calls to Action from SBOE Barbara Cargill

Below is very important information from Barbara Cargill.  Together we can make the difference for our children and grandchildren! 

The legislative session is wrapping up but not before the legislators vote on critical issues in education.  Please get the word out to your groups and contacts and ask them to contact the members of the Education Conference committee.  Scroll past these e-mail addresses for my issues of concern.

Senate Bill 2, the charter school bill:  The Senate version has taken the SBOE out of the interview process completely.  Since the beginning of charters in Texas, the SBOE has interviewed applicants for charter schools.  We have several meetings that allow the public to testify and voice their thoughts about having a charter school in their area.  Sometimes busloads of kids and adults will come to the board’s meetings in matching t-shirts to show and voice their support for a certain charter applicant.  The process is open and we take this role very seriously.  The Senate version gives this job to the commissioner.  Where will people go to voice their concerns or support?  Having an elected body involved in the selection process is critical as opposed to an appointed commissioner overseeing a small group of employees who will decide (although I like and support our current commissioner wholeheartedly but we must think of the future too).

 

ACTION:  Please call or e-mail the Conference Committee to ask them to support the House version of SB 2 which keeps the role of the SBOE as it is now….in charge of the interview process to select charter schools.

 

HB 5, the Graduation Plan bill:  The following message is the one I have sent to the members of the Conference Committee.

Dear Member of the Education Conference Committee,

I am thankful that you have are serving on the Conference Committee for HB 5.  I have been an educator for over 30 years and serving on the State Board of Education has put me on the leading edge of education issues.  It was a special honor to represent Texas at an education conference recently at Harvard.  The attendees echoed my strong belief that Texas is a leader in preparing its students with a strong academic foundation in high school. 

I am asking you to help maintain the fine reputation that Texas has in the academic world!  Certainly options are a great idea, but preparing students for even more options upon graduation should be an ultimate goal.  Providing them with a well-rounded, strong academic foundation in high school is essential.

Please consider some of my thoughts below. 

I support the 4X4X4X3 for the Foundation graduation plan although I prefer 4 years of social studies.  (That means 4 years of English, 4 years of math, 4 years of science, and 4 years of social studies)

 

There are certain parts of the bill that are very good, but here is the bottom line that still stands out to me: 

 

The Foundation plan (4X3X3X3) is less rigorous than the current 4X4X4X4.  I will support a 4X4X4X3 but am struggling with this.  Which history class will we allow students to skip?  World History?  American History? World Geography? Government or Economics?  They are all vital to a student’s academic foundation. 

 

The Business and Industry endorsement is less rigorous than the current 4X4X4X4. (4X4X4X2, no Alg. II required, takes off 2 years of social studies courses) I especially do not support only 2 years of social studies.

 

The Arts and Humanities endorsement is less rigorous than the current 4X4X4X4. (4X4X3X4, 1 less year of science required)

 

The STEM endorsement course requirements are excellent. They are 4X4X4X4.

Amendment #28 by Sen. Van dePutte is very good and should have passed because it makes total sense. It did not pass but I hope it is brought back in conference.  (Requires a student’s counselor to notify the student that they are not eligible under the business and industry endorsement for top 10%, automatic admission and Texas Grants since this endorsement is the only one that does not require Alg II.)

 

ACTION:  Please contact the Conference Committee members and voice your support for the Foundation graduation plan to include 4 years of English, 4 years of math, 4 years of science, and 3 years of social studies.  Right now both the House and Senate versions require the Foundation Plan to be only 4X3X3X3.

 

If any of the graduation requirements for students who choose an endorsement bother you, please mention that too. For example, dropping the social studies requirement to only 2 years for students who choose the Business/Industry endorsement is unacceptable to me.

 

CSHB 2836, I have already started the process in-house for the SBOE to develop a method to streamline the TEKS. At the April SBOE meeting, I put an item on the Instruction sub-committee to begin developing a prototype for best practices standards. We will continue working on this at future SBOE meetings. 

 

It would be a detriment to form a legislative interim panel to look at this issue because the SBOE already has a sub-committee doing this very thing!   Board members are familiar with how the TEKS are structured and adopted, with the way that assessments are developed, and with the wide-ranging ramifications of arbitrary changes to the standards.

 

ACTION: Please tell legislators not to support CSHB 2836 . (Corrected and Updated)

About HB 1406, the CSCOPE bill:  This bill passed the House today by 2/3s majority vote, so it became immediate law.  I am very pleased about that. Why is it still necessary?

Even though CSCOPE has promised to remove their lesson plans, it is possible that they will continue to offer the assessments.  I have found many problems in the CSCOPE tests.  For example, here is a question on a 4th grade test:

 

Which of the following modifications to the land destroyed habitats and the natural beauty of the East Texas landscape?

A the building of hundreds of oil derricks surrounding the town

B  trucks carrying barrels of oil in and out of the area every day

C  oil spills when gushers came in

D  all of these

There are also questions on a Government test that include these answers (after students study a graph):

“Hispanics tend to approve of Democratic policies; increasing Democratic influence in elections.” Another answer is: “The white population will increase their disinterest in voting participation.” Even if an answer is not the correct answer, the students still have to read the information.  It gets the message out.

Another test question lists the major themes for 4 different speakers at an event.  Speaker 2 is listed as: “My family members have been Democrats for generations, and so am I.  Speakers 1, 3, and 4 are not designated as belonging to a particular party.  Only the Democratic party is mentioned.  This is another example of bias.  

 

Thank you for your part in prompting the grassroots activists of our great state to help with these issues.  Education is near and dear to the hearts of all of us.  We must unite and see these bills through to the very end to ensure that they require what is best for our schoolchildren.

Wondrous news!  Barbara Cargill as present chair of the Texas State Board of Education was voted out of the Senate Nominating Committee today on a vote of 5 TO 0.  Now her name will go forward to the full Texas Senate for an up-or-down vote on her final confirmation.  The vote probably will be this coming Wednesday, 2.20.13.  Barbara will not testify before the full Senate.

I was told that the e-mails sent by the public to the Senators have been running heavily in favor of Barbara Cargill. I am proud of my fellow Texans for realizing that the children educated in our public schools today will become the future of our state tomorrow.  

 

We need to thank the members of the Senate Nominating Committee who voted Barbara’s name out of Committee today, and we also need to thank Gov. Rick Perry for choosing Barbara as his pick for the Chair of the SBOE.

 

ACTION STEP:

“Lightening Did Not Strike Today – Barbara Cargill’s Confirmation”

Lightening did not strike today at the Senate Nominating Committee, but it is a wonder that it did not. When Kathy Miller of Texas Freedom Network got up to testify against Barbara Cargill as chair of the Texas State Board of Education and blamed her and the SBOE for the  “circus atmosphere” which occurred during the time that the new curriculum standards (TEKS) were under adoption (2007 – 2012), I thought lightening would surely strike.

Who created that “circus atmosphere” and the firestorm that was directed at the SBOE while they were in the process of adopting the most fact-based, academic curriculum standards in the entire United States?  It was Kathy Miller and her far-left Texas Freedom Network with its many tentacles wrapped around the far-left news media that managed to create the “circus atmosphere” and “firestorm.”  

 We have seen this same type of maelstrom, built out of biased reporting and trumped up lies, occur throughout our country frequently; but the resulting chaos is not the fault of those who are trying to stand for traditional, common-sense values. It is the fault of people such as Kathy Miller.

 Please take the time to read the names of the organizations that support TFN (posted further on down the page); most names were taken directly off TFN’s supporter website list.

These far-left groups are connected together all across the country; and because Texas has been the leader in the textbook market and has wide influence, the far-left national groups all came to Texas to hammer on our SBOE members and raise public pressure against their efforts. Fortunately for the 5 million children in our Texas public schools, TFN’s efforts failed; and the new TEKS are leading our Texas students into authentic education reform.  

 Kathy Miller led this hammering effort; it was she who helped to create havoc. It was not done by the SBOE members. They tried to do their work in the midst of the media hype and the TFN-orchestrated lies and chaos.  Wondrously, the SBOE managed to accomplish an amazing feat – the adoption of new-and-much-improved English, Science, Social Studies, and Math TEKS.  

 Barbara Cargill, as a member of the SBOE during those years, spent countless hours to adopt the new curriculum standards; and her leadership as chair of the SBOE since her appointment by Gov. Perry has been exceptional.

 The vote by the Senate Nominating Committee will be later today.  If she is approved by the Committee, then the next step will be for Barbara Cargill to go before the full Senate probably this Wednesday.

WHO AND WHAT TEXAS FREEDOM NETWORK (TFN) REALLY IS

Please take a look at the organizations that support Texas Freedom Network, and this should tell you everything you need to know about their true intent:   

 Planned Parenthood; the Human Rights Campaign (largest homosexual organization in the U. S.); the ACLU Texas; Alliance for Clean Texas; People for the American Way; Center for Public Policy Priorities; Equality Texas; NARAL Pro-Choice; Sierra Club; Freedom From Religion Foundation; Stand Down Texas; Texas Association of Planned Parenthood Affiliates (TAPPA); Texas Impact; The Texas Observer; MECha (who wants to eliminate the border with Mexico entirely and honor Mexican revolutionary war hero Ernesto Zapata and Cuban revolutionary Che Guevara); the Center for Inquiry (CFI) who fought to make the Pledge of Allegiance unconstitutional.

Do we want Texas Freedom Network to influence Texas’ education standards, textbooks, and curriculum?

Let’s consider the answer to that question: 

Dan Quinn is the Communications Director for Texas Freedom Network (TFN).  Dan “outed” himself in an article in the Austin American-Statesman.  Cecile Richards founded Texas Freedom Network in 1995.  She is now the president of Planned Parenthood Federation of America. When Cecile left for Washington, D. C., Samantha Smoot took Cecile’s place. 

 When Samantha left for Washington, D. C. in 2005, she went to work for the Human Rights Campaign, the largest homosexual organization in the country. 

 Another far, left-wing organization has recently been added to the TFN alliance: MEChA.

 Now we have Texas Freedom Network, Planned Parenthood, Human Rights Campaign (largest homosexual organization in the country), and MEChA (Movimiento Estudiantil Chicano de Aztlan) all speaking as one voice.  Who is MEChA?

 On 3.25.10, The Daily Texan reported:  

 A UT-based group called Save Our History, an alliance between University Democrats, a Chicano civil rights group called MEChA and the Texas Freedom Network, a nonprofit that works to combat the radical right voice in education, staged a march and press conference on March 10. Garrett Mize, a member of the Texas Freedom Network and the coalition, said the group plans to continue its activism and hopes to expand its membership in preparation for the May meetings.

 MEChA wants to eliminate the border with Mexico entirely. They honor Mexican revolutionary war hero Ernesto Zapata and Cuban revolutionary Che Guevara.

 MEChA has held rallies to pressure the University of Texas not to celebrate Texas Independence Day on campus, and they advocate for  “La Reconquista” or the retaking of the Southwestern states (Arizona, California, Colorado, Nevada, New Mexico, Texas, and Utah) to form an independent nation called “Aztlan.” 

 What parent in his right mind would want the TFN alliance to have any influence whatsoever over what impressionable and vulnerable public school students are taught?

Breaking CSCOPE News: Monday Feb. 11th~ Barbara Cargill’s Confirmation in Texas Senate

Of utmost importance is to make sure that Barbara Cargill is confirmed by the Senate Nominations Committee to continue as the Chair of the Texas State Board of Education  She is scheduled to go before the Senate Nominations Committee this coming Monday, Feb. 11, at 10:30 A. M.  If she gets the committee’s nod, then she will go before the full Senate for confirmation probably on Wednesday, Feb. 13. 

The whole country has been watching to see how Texas will deal with CSCOPE; and in large part the uncovering of this very questionable curriculum started when Barbara Cargill was accessible to the grassroots citizens. Because she took the concerns seriously and personally went through each complaint to verify it for herself, she soon realized there were definite problems. She allowed the SBOE to have an informal hearing on CSCOPE and conducted the discussion with fairness to all sides. She then worked effectively with Sen. Dan Patrick and CSCOPE/TESCCC to come up with the plan of action as described in John Griffing’s article posted below.

 

Barbara Cargill has given excellent leadership throughout her entire time as chair of the SBOE.  Her calm demeanor and kind ways have endeared her to people on all sides of the aisle. They know that she will give everyone a fair chance to be heard on the Board. This is exactly the type of Chair that the SBOE needs so that they can accomplish their goals of guiding the public schools of Texas, including their new responsibilities to scrutinize CSCOPE.

 

When Texas Senators arrive in their offices on Monday morning, they need to have hundreds of e-mails in their boxes, all asking them to confirm Barbara Cargill as Chair of the SBOE.  Please click on the following links and write to each Senator on the Nominations Committee.

Texas Freedom Network Trying To Stir up Trouble

TFN is up to its usual tricks (link to 7.18.11 article in Houston Chronicle posted below), but the good news is that more and more Texans know who and what TFN really is. America-loving Texans are no longer listening to the junk that TFN puts out there through their liberal mouthpieces.

TFN, Bob Craig, and Thomas Ratliff have chosen to castigate new Texas State Board of Education Chair Barbara Cargill for having spoken at a friendly meeting in which she stated that she believes the SBOE needs more conservative Christians on it.

Never mind that the term “conservative Christians” (and far worse) is used as a derogatory term by the liberal leftists to describe anyone and everyone with whom their ruinous agenda does not agree.

The truth is that the voters of Texas do need to elect more conservative “Christians” to the SBOE because it is they who have led out in the efforts to produce the new-and-much-improved English, Science, and Social Studies standards (Math coming soon) for our public schools to follow. [Are we to assume that the Left wants voters to elect conservative “atheists”?]

We Texans want our children to be able to discuss and ask questions in their classes about the strengths and weaknesses of leading scientific theories, including evolution and also the contradictions between various evolutionary trees of life.

We Texans expect the publishers in their new Science instructional materials to follow the new Science TEKS that were carefully worded and passed by a majority of our elected SBOE members after extensive public hearings.

Nowhere in the new Science standards (TEKS) does it mention the words “intelligent design” or anything faintly religious.  It is TFN that loves to whip up “fears” that the SBOE members are miraculously going to wave their magic wands and thrust “intelligent design” onto each page in the new Science instructional materials!  Ridiculous!  The battle over the new Science TEKS was fought two years ago, and the standards were finalized then.  Nothing has changed.  Interestingly enough, the ACLU knows Texas’ Science TEKS are Constitutional and has never challenged them.

Garrett Mize, a member of the Texas Freedom Network and the coalition, said the group plans to continue its activism and hopes to expand its membership in preparation for the May meetings.

MEChA wants to eliminate the border with Mexico entirely. They honor Mexican revolutionary war hero Ernesto Zapata and Cuban revolutionary Che Guevara.

MEChA has held rallies to pressure the University of Texas not to celebrate Texas Independence Day on campus, and they advocate for  “La Reconquista” or the retaking of the Southwestern states (Arizona, California, Colorado, Nevada, New Mexico, Texas, and Utah) to form an independent nation called “Aztlan.” (http://97.74.65.51/readArticle.aspx?ARTID=16439)

What parent in his right mind would want the TFN alliance to have any influence whatsover over what impressionable and vulnerable public school students are taught?

BOB CRAIG

I find it ironic that Bob Craig had the nerve to rail against Barbara Cargill as indicated in the 7.18.11 article in the Houston Chronicle.  Back in March 2009 when the Science TEKS were being finalized and Barbara and the other conservative SBOE members were working tirelessly to make them the best in the United States, it was Bob Craig and others who mucked up the clarity of the standards.

It was Bob Craig who insisted on a language insertion into conservative SBOE Member Cynthia Dunbar’s amendment.  It was Craig who insisted on the wording “all sides” of leading scientific theories instead of saying “supportive or non-supportive” or “scientific strengths and weaknesses.”

The 13 SBOE members were finally able to come together and pass the amendment.  However, as a lawyer, Bob Craig certainly should have known that saying “all sides” is ambiguous and sets up a frustrating situation for classroom teachers. When a person says a teacher is to present “all sides,” then this wording technically means every opinion/report ever written.  How could a teacher realistically teach “all sides” of any issue?

The social conservatives were forced to compromise in order to get the amendment passed, but we still need to hold Bob Craig accountable for creating havoc and implementing lack of clarity into the standards.

At the bottom of this article, I have posted a chart showing Bob Craig’s voting record.  It shows that he has clearly obstructed the hard work of the conservatives on the Board who have produced three of the finest standards documents in the entire United States.  It is the conservatives on the SBOE who have led the way for our Texas public school students to follow the path to authentic education reform.

THOMAS RATLIFF

Then there is Thomas Ratliff who always manages to get himself quoted in the left-leaning newspapers.  He also rails against Barbara Cargill and just as Bob Craig did, Ratliff touts his church membership as if that is what proves a person is a Christian.  [I may attend a professional football game, but that does not mean I am a professional football player.]

For Thomas Ratliff to use the term “divisiveness” really takes gall.  Just by his presence on the SBOE, he has created divisiveness.

In this article I explain that Thomas Ratliff is currently under investigation by the Texas Attorney General’s office because Ratliff was elected to the Texas State Board of Education (SBOE) even though the Texas Education Code says clearly that a person who is a registered lobbyist is not eligible to serve on the SBOE.

Thomas Ratliff has been a registered lobbyist with the Texas Ethics Commission since 1998.  One of his most lucrative clients is Microsoft earning him between $25,000 – $50,000 each year since 1998.  The SBOE is the caretaker of the Permanent School Fund (PSF), and Thomas Ratliff managed to get himself appointed to the PSF committee.  On May 30, 2010, Microsoft was one of the PSF’s top five stocks at $157.16 million. If this is not a direct conflict of interest, I do not know what is!

Since it is Bob Craig and Thomas Ratliff who are self-righteously touting their Christianity in today’s Houston Chronicle article, I guess it is safe for me to make mention of the Biblical scripture, “You can identify them by their fruit, that is, by the way they act. (New Living Translation)”  I will leave it to the reader to see if this applies to Bob Craig and Thomas Ratliff.   The truth is that no man can serve two masters, and we know in whose camp these two men really are.

BOB CRAIG — OBSTRUCTIONIST VOTING RECORD

*Provided by unnamed person on 2.12.10: This individual tabulated what happened during a single hour of voting at the Texas State Board of Education meeting on the Science standards, January 2009.  He said he did not cherry-pick the votes but tabulated all of them during a one-hour period.  In EVERY single vote below (which were ten consecutive ones…no omissions), Craig voted against the 7 conservatives, and in EVERY case where their motion failed, Craig switching his vote would have made it pass.  Note that some motions DID PASS, but without Craig’s vote.

This is indicative of what Bob Craig has repeatedly done for years to obstruct the conservatives on the Board.
